Agenda
FSR elections
INTRO:
As the council of elders decided that last semester's election was invalid (for the CS council only), it will be repeated this winter semester.
MAIN:
We assume David W. is still responsible. We are still not sure under which regulations the elections will be held, as the rules are currently being rewritten.
We will contact him again to get more details.
Planning for Nikofete
INTRO:
Traditionally, we hold a winter party around St. Nikolaus day (in December) with waffles, crêpes, mulled wine, hot cocoa and donations for charity.
MAIN:
The #1 question is the time frame, as there are more than 1 midterm exams coming up around that time. We expect a lot of students already gone in their holiday break in the week right before Christmas. Like in the past, we will collect donations (and bottle deposit) and think about organisations which will.
TLDR:
Same procedure as every year, we will start planning for it now. We will collect availabilities of people for the first few weeks of December.
FSK recap
INTRO:
Our representative from FSK (Fachschaftskonferenz) gives us a heads up (what might be relevant to us):
MAIN:
- Potential change in FSRS (Fachschaftsrahmensatzung): there is the proposal to establish a procedure to vote members out of the council, e.g. in case they are very inactive, (with additional hurdles like taking the additional opinion of the elders' council). We are aware of the students' council abusing this option. Any proposals for more detailed regulations shall be forwarded to David.
Our general consensus is that inactive members should be removed (especially to be quorate in meetings), however the guidelines should be strict on the how and why.
Currently, we do have more than one officially elected members who have not showed up for several months in meetings, in events or in the council room at all. Our (partner-) organisation, the FIS e.V. has a rule to cope with exactly this issue: differentiating active and passive members (only active members are required for quorate, the active/passive status can change in both directions).
Other potential reasons for removing members from their seat might be severe misbehaviour (harassment,... ) (this has not been an issue in our CS FSR, as far as we know, but this is a potential scenario in general).
One of us will forward our thoughts to David and present us a draft to read as soon as it exists.
- David mentioned that the Fachschafts-Etat might be raised soon (inflation exists).
- Recruiting new council members: The FSK would like to have (our) ideas to share among all FSRs.
Suggestions:
- approach students in courses which are seen as hard/difficult (e.g. StatsLab, SoPra)
- have an open table in the hallway
- social media
- events (note: this is just a small share of what we (and councils' in general) do, the true work is behind the scenes)
- during StEP (study introductory week)
- Financial requests for this year's Etat would have to be done by the end of October (does not apply for us, as we have already made all relevant purchases for the current Etat).
Verfügungsraum Rental
We received an email if our Verfügungsraum is available for a recurring rent after the official opening hours on a Saturday.
Collecting a deposit (>>50€) might be an option.
We vote on what action we take:
Instead offering them the room during the week (Monday to Thursday):
In favour: 4
Allowing them to have the room on Saturdays:
in favour: 0
Allow them no recurring rental at all:
0
Abstain:
3
We will contact the people who wrote the ticket to let them know of our decision.
KIF 54,5 Bochum
As discussed in the last meeting, the KIF (Konferenz der Informatikfachschaften) takes place again in November (2026-11-18 ~ 2026-11-22).
List of people who are interested in participating:
Amir, Yan, Moritz, Jan-Philipp
As it is not yet sure if Yan and Moritz will be able to go there, we nominate Amir and Jan-Philipp to be reimbursed by AStA.
Vote for JP:
In favour: 6
Against: 0
Abstaining: 1
Vote for Amir
In favour: 6
Against: 0
Abstaining: 1
Report of Task Forces
INTRO: We collect some info from some of the Task Forces' activities.
MAIN:
Pub Crawl TF: Yesterday was almost successful. Maybe there was a misunderstanding with our reservation in one bar, as the group arrived a few minutes before closing time. We will communicate with them more clearly in the future.
Quiz Night: 40~50 people were there on Wednesday. It was fun and we handed out trophies for last season's winning teams.
Sys Admins: One AC in a server room failed again, the PHP incident this week caused a lot of issue and our mail server is having issues, so we plan to update it.
We look forward to have more task force reports next week, as this was very spontaneous and unplanned.
Exzellenzstrategie des Bundes
The federal government has a so-called "Excellence Strategy" for universities (basically providing a lot of financial support specifically for research).
We received an email with some concerns about the strategy itself some time ago, but we believe that this is outside of our area of responsibility/power.
Typst
One of our students noticed we don’t have any Typst templates (e.g. for exercise sheets or theses) on our website. Since they are a Typst enthusiast they want to create some for us to share with other students.
We have someone who will be in contact with them to further discuss this.
